I'm attaching a photo my wife took of my father's [George W. Martin, YN1/c 35/37] sailors winter Flat Hat.

On these hats prior to WWII, the ribbon depicted the unit to which the sailor belonged. Sometime in WWII unit ideas were surplanted with the ribbon, US Navy I believe.

The bands which were superimposed one above the other were removed to take the photo.

The order of commands to which my father served as a "white hat" were:

USS Lexington
USS Reina Mercedes [receiving ship at the Naval Academy]
USS Salt Lake City
US Fleet Air Base [Pearl Harbor]
