Ensign Ivan T. Rich, USN, Honolulu, T.H.": In charge of the fuel oil handling in his vessel, he preformed essential duties with great skill during a long engagement against numerically superior Japanese forces. He greatly contributed to maintaining his ship's offensive power during a period when any loss of control would have imperiled all hands.
