Reference: (a) ALNAV 43-47 of February 1947

1. Forwarded, herewith, by registered airmail special delivery, in one package, are thirty (30) recommendations for individual awards to deserving officers and men who were in the U.S.S. SALT LAKE CITY (CA-25), during the Battle of Cape Esperance on the nights of 11-12 October 1942.

2. Also is forwarded, under the same cover, a recommendation for the PRESIDENTIAL UNIT CITATION for the ship itself.

3. All the recommendations are typed in the smooth, ready for your signature.

4. In order to reduce bulk, however, and to conserve the small paper supply in the U.S.S. CAPRICORNUS, only sample copies of enclosures (2) and (3); "SUMMARY OF ACTION" and "COMMENTS AND EXTRACTS CONCERNING THE BATTLE OF CAPE ESPERANCE", respectively, are forwarded. It will be necessary to run off sufficient mimeograph copies of these enclosures to permit a copy of each enclosure to be appended to each copy of the prepared letters of recommendation before submitting the latter to Commander Battleships - Cruisers, Pacific Fleet.

5. Attention is invited to reference (a), wherein it is stipulated that recommendations for the SILVER STAR MEDAL must be initiated and placed in official channels on or prior to 30 June 1947. It is suggested that the recommendations for the PRESIDENTIAL UNIT CITATION, the BRONZE STARS, and the COMMENDATION RIBBONS also be accorded similar priority and that all be forwarded to higher authority together at the same time, in anticipation of the deadline.

6. A full set of copies is being retained in this ship in event that the original package meets with mishap in transient. Should your acknowledgement of receipt of the originals not be in hand within a reasonable time, it is intended then to forward you the copies sufficiently early to meet the expiration date.

7. It is requested that acknowledgement of receipt of the original package be made by RADIO to the U.S.S. CAPRICORNUS (AKA-57).

8. There are no further recommendations for awards contemplated for the Battle of Cape Esperance.

9. Supplied herewith, as Enclosure (1), it a check-off list of the recommendations contained in this package.
